The Department oversees accounting, purchasing, tax collection, billing, financial reporting, debt, and investment management. Finance directs the City’s budgeting process, monitors the long-term financial plan, and prepares related policy recommendations. Additionally, the Department plans City debt issuance, and monitors the City’s utility rates to ensure financial stability of these systems. Finance is also liaison to several boards including the General Government and Finance (GGAF) Advisory Board, the Georgetown Economic Development Corporation (GEDCO), and the Georgetown Transportation Enhancement Corporation (GTEC). FY 2021 Annual Budget The $437.6 million City of Georgetown budget affects every resident in our City. How we allocate your taxpayer dollars determines the level of service you get in return for City functions, like providing electricity, drinking water, drivable streets, and clean parks. Because we ask you, our residents, to trust us with your hard-earned income, we need to know your priorities for services. Toward that end, we asked the public to share their priorities for next year’s budget through a short survey. We limited the engagement this year to an online survey and public hearings before Council to limit public gatherings while COVID-19 continues to spread in our community. Of the more than 650 residents who took the survey, the majority: Would not support changes to property taxes or user fees. Rated the value of City services and the City’s efforts to address the impacts of growth as “Good.” Would support increased funding to manage traffic and infrastructure/roads. Materials: FY21 Budget Engagement Report | FY21 Budget Survey Results (English) | FY21 Budget Survey (Spanish) Preliminary FY21 Budget Highlights City staff used public feedback to develop a preliminary version of the FY21 budget. The overall focus of the FY21 budget is to preserve and maintain City services, in response both to growth and uncertainty from the COVID-19 pandemic. It includes funding for 14.5 new positions, including staff for Fire Station No. 7, additional training facilities for public safety, as well as initiating design for improvements to D.B. Wood Road, the last, large project from the 2015 bond. The budget also includes almost $1 million in base budget reductions that include 14 frozen positions across the City organization. Following Council discussions in July, the FY21 budget also earmarks Council discretionary funds for one-time uses, including small area plan developments for the TRG and San Jose neighborhoods. The preliminary budget includes funding to pay compensation increases for City staff and two new police officer positions. The budget plan calls for Council and staff to review revenue projection accuracy in the first quarter of FY21, prior to the delivery of employee merit increases. The preliminary budget does not include increases to the property tax rate, but does reflect staff recommendations to increase sanitation rates to help pay for increased costs with Texas Disposal Systems, a household hazardous waste program, and needed updates to the transfer station. Additionally, the City is working with a contractor to study the costs to provide water service and may recommend rate increases as a result. Due to projected revenue losses resulting from COVID-19, the preliminary budget includes reduced Parks and Recreation programming.
